Excel and Google Sheets Expert Needed- Data Organization and Analysis

Hi,

I have a website data dump into an (excel/google sheets) spreadsheet which includes the following:
Tags – 15,644
URLs – 4,206

The problem there are too many tags for the number of web pages the site has.

I need you to associate more URL’s with fewer Tags. Said another way I need each Tag to be more comprehensive (broader terms) so we can associate more URL’s with the Tag.

There are currently two tabs in the spreadsheet. One shows the tag names and how many URLs are currently assigned to the tag. The other tab includes the individual URL’s and the tags associated with the individual URL separated by commas.

I need an expert in excel or google sheets who is an expert on formulas to make the job faster.

This would be a one-time job paid on an hourly basis.
